Tagalog news: “Bagong sigla sa agrikultura” program, binuo ni Gob. Mitra

Puerto Princesa City… Upang lalong mapasigla ang sektor ng agrikultura sa lalawigan ng Palawan, at bilang pagsuporta sa HEAT program ng Pamahalaang Panlalawigan, ipinalabas ni Gob. Baham Mitra ang Executive Order No. 08, series of 2011 na may titulong “Creating Bagong Sigla sa Agrikultura Program (BSAP) for special provincial government development concerns and creating corresponding special positions constituting thereof.”

Ang pagpapalabas ng naturang kautusan ni Gob. Baham ay bunsod ng ipinasang Provincial Ordinance No. 1199 at Resolution No. 8800-11 ng Sangguniang Panlalawigan na sumusuporta sa pagbuo ng Bagong Sigla sa Agrikultura Program na pangangasiwaan sa ilalim ng tanggapan ng gobernador.

Sa bisa ng kautusan na nilagdaan ng Gobernador noong ika-24 ng Pebrero, taong kasalukuyan, isang Program Management Office ang binuo upang pangasiwaan ang BSAP. Ang PMO ay pamumunuan ng program management officer kasama ang assistant program management officer, budget officer, administrative assistant at liaison officers. Maglalagay din ng Field Operating Unit sa norte at sur ng lalawigan.

Itinatalaga din ng gobernador bilang focal persons ng BSAP ang isang kawani mula sa mga tanggapan ng Office of the Provincial Agriculturist at Provincial Cooperative Development Office.

Samantala, ilan naman sa mga gagampanang responsibilidad ng BSAP ay ang sumusunod: tukuyin ang mga magsasaka na may mga lupaing pansakahan at i-organisa sila sa isang produktibong kooperatiba na papasok sa large-scale cassava production; maglaan ng suporta at tulong teknikal sa mga magsasaka upang makamit nila ang mas mataas na produksiyon; bumuo ng ugnayan sa pagitan ng mga kooperatiba at mga institusyon na naglalaan ng tulong puhunan, grants at iba pang suportang pinansiyal.

Samantala, sinimulan na rin ng PMO ang pagganap ng kanilang tungkulin bilang pagtupad ng BSAP. Si G. Leo Palao ang tumatayong program management officer ng BSAP. (PIO/PIA4B-Palawan)

Palawan gets ‘Good Housekeeping’ award

PUERTO PRINCESA CITY, PALAWAN—The provincial government here is to  be awarded the “Seal of Good Housekeeping” by the Department of Interior and Local Government (DILG).

Governor Abraham Kahlil Mitra welcomed the recognition and noted that the selection criteria was based on sound fiscal management and accountable and transparent governance.

“This only shows that we are on the right track but it is also a challenge for us to renew, strengthen and persevere in our commitments to good governance,” said Mitra.

In the MIMAROPA region, only Palawan and Romblon made it to the provincial category. Mimaropa is comprised of Mindoro, Marinduque, Romblon and Palawan.

Also, seven out of the 23 municipalities of Palawan will be awarded the seal at the municipal level, including Coron, Busuanga, Brooke’s Point, Culion, Roxas, San Vicente and Abolan.

The criteria for the said award  mandated the absence of an “adverse” Commission on Audit (COA)  opinion on financial statements on the preceding year prior to the roll out of the assessment.

Another criteria is the validation and a full disclosure policy on local budget and finances, bids and public offerings based on the DILG memorandum circulars and General Appropriations Act of 2011.

Those awarded with the seal will get part of the performance challenge fund to implement local development initiatives.

Earlier, DILG Undersecretary Austere Panadero announced that local government units with effective transparency mechanisms will receive part of the P500 million performance challenge fund.

Through the performance incentive, DILG aims to increase the number of LGUs who comply with the full disclosure policy of public deals to their constituents. Last year, only 40 percent of 1,600 LGUs complied with the directive.

Projects eligible for the new funding subsidy are those that seek to achieve the Millennium Development Goals, local economic development and adaptation to climate change and preparedness for disasters.

Examples of these projects include establishment of school buildings, rural health units, farm-to-market roads, housing, improvement of local roads and bridges, tourism facilities, irrigation, flood control, solid waste management facilities, storm drainage, and early warning devices.

LGUs will get the subsidy upon submission of a full report on disbursement of the LGU counterpart and report of corresponding physical accomplishment of the project.

Tagalog news: Mitra, haharapin ang recall petition

PUERTO PRINCESA CITY, Palawan, Setyembre 16 (PIA) — Handang harapin ni Gob. Abraham Kahlil B. Mitra ang inihaing recall petition laban sa kanya.

Ito ang ipinahayag ni Provincial Information Officer Daisy Anne P. Atrero matapos na pormal ng inihain ng Kilusan Love Malampaya (KLM) sa pangunguna ng president nito na si G. Cesar R. Ventura kahapon ng hapon (Seyembre 15, 2011) ang petition for recall laban kay Gov. Mitra sa tanggapan ng Provincial COMELEC sa lalawigan ng Palawan.

Ayon kay Atrero, marami nang mga programa at proyekto ang isinasakatuparan ng Pamahalaang Panlalawigan sa ilalim ng liderato ni Gob. Mitra para sa kapakanan ng mga Palaweño kaya’t isang malaking dagok sa kaunlaran ng Palawan ang naturang recall petition. Malinaw na “political harassment” lamang ito, dagdag pa ni Atrero.

Samantala, nagbigay naman ng katiyakan ang Gobernador na magpapatuloy at hindi mababalam ang paglilingkod sa publiko ng Pamahalaang Panlalawigan. Ipagpapatuloy at lalo pang pasisiglahin ang paglilingkod sa sambayanang Palaweño.
